Romuva vassals are giving my land to the Teutonic Order

I rule a huge Romuva Empire, and now in the 1300s my vassals have started to give land (after asking me and being denied) to the Teutonic Order.

I got the event to, it says "We need land to fight infidels in the balkans". And I get the option to give them some of my land. To fight... me...

So now my vassals are asking me for permission to give land away. I say no. And then they give it away anyway... FFS.

Is this a bug or a feature?

So because one of my kingdoms is probably defined as a HRE vassal (even though the HRE was destroyed a long time ago in my game) once I created the German Empire... I need to edit this out. Or create a check to make sure said vassal is catholic. How do I do that?
