Trying to describe how characters function seemed a bit overwhelming so I'll use this forum to help flesh out an usable text. 
(This is a text in working so I post and edit as it goes.)
BTW: HELP!!! Inputs and clarifications wanted. No comment is to small.

First I'd like to classify how characters functions in Rome Vae Victis.
as I see it, there are 6 (7) primary roles for character in the game.
1.) Ruler: Leaders of nations. The one all loyalty is measured up to.
2.) Ministers: The government (along with the leader) of the nation.
3.) Magistrates: Researchers and architects of the nation.
4.) Governors: Rulers of regions. Tax collectors. Commanders of regional armies.
5.) Commanders: Generals of armies. Admirals of fleets. (Governors in command of regional armies.)
6.) Envoys: Diplomats. Assassins. Saboteurs. Seducers. Messengers of wars. Claimers of land and loot.
7.) Unemployed: Useless and ungrateful free-loiters who are up to no good.
