when i see the % political attraction for the senate ii is written :

Military faction : 25%
Mercantile faction : 20 %
Religious faction : 6%
Civic faction : 20%
Populist faction : 20%

total : 91 % ???? what about the 9% rest ?

Yeah, I've noticed this a couple of times. Might be worthwhile posting in the bugreports forum.

Edit: Ah yes, now I remember. I don't think they're meant to add up to 100% all the time anyway. It's complicated and works in my head, but there's no way I can explain it.
