The 1.10 patch adds new mechanics to Romania's old "Divide Yugoslavia" focus. Like the Spanish Civil War garrisons, you click on individual states, wait 14 days, then move on to the next state. This one doesn't cost any PP, but you can only click on 1 state at a time, so to work through all 13 Yugoslavia states, it can take a while.
In the below game, Germany has already started Danzig or War focus (they skipped a couple since Hungary and Czechoslovakia no longer exist), so I thought it would be better not to invite them since they would be at war soon. King Carol is still in charge (for now), and he would like to peacefully expand his realm:
Here is the tooltip info for the Present Ultimatum decision. It seems like every state needs to be decisioned before you can deliver an ultimatum to Yugoslavia, and while you can invite Germany, Italy, and Hungary to participate, that is not required. Not sure if I'm reading this right:
So I spent 7 months clicking my way through all the states one by one, and after I had clicked every state, here's what happened if I issue the ultimatum without inviting Italy or Germany:
If I invite both Germany and Italy after I finish all my claims, then click the ultimatum button, Yugo is much more agreeable.
And even though it seemed like Italy was going to grab a couple states from Romania, King Carol actually got an entirely new country to build villas and gallivant around with his mistress.
