Exactly. Altough engaged in conflict on the Eastern Front were only the 3rd and 4th army, the Romanian high command feared a conflict with Horty's Hungary, and effectives were still mantained on the Romanian - Hungarian border.
My Romania will eat that land because I'm Hungary =P. I am pretty sure I seen in a stream that Romania rejected the Vienna award so Romania can decline to give Hungary land.
