Description​

The Romanian Focus "Invite German Advisor" applies to the outdated doctrine research instead of the new one that spends Army XP to unlock doctrines.

Steps to Reproduce​

1. Start a game as Romania
2. Play until the Invite German Advisor Focus has been unlocked.
3. Check the Research tab it will show the research icon for the focus but since doctrines are no longer researchable then the effect is useless.
4. Check the Officer Corps tab check the land doctrine it doesn't discount land doctrine even though Germany has one already unlocked.
