Romania: Collab government won't fire

I have been trying to get the Death or Dishonor or Cake achievement, did the Balkan Dominance Focuses, joined the Axis and got the collab government to Level 3 on the Soviets. But for some reason the Collab government doesn't show up, when the Soviets declare war for Besserabia. Do I miss something or is it not possible to get collab governments while being Non-aligned?

what u mean by show up?
The sucessfull collab missions can be checked on "Currents Wars" panel, there a hand icon, with a tooltip about % of collab.

What I meant by not showing up is, after they declare war, the surrender limit shouldn't be 20%. But the surrender limit stays at the usual 20%. It also says that it should be reduced by 50%.

You need to have the majority of the occupation. Germany is probably the main enemy so its their progress that counts.
