I imagine it would be a war goal. I certainly hope so too. V1 gave you too little reason to care about (or to be able to influence) your neighbour's internal politics.

I would indeed be surprised if there wasn't some sort of counter-revolution CB type, with the aim being to re-instate the pre-revolutionary government after prosecuting a successful war.

The flag and name of a nation can be changed through revolution. There was a DD where there was a fascist UK that was called "Republic of Britannia" and had a different flag. So I guess the Papal States as a republic will be the Roman Republic.

I've never seen it in the game but it would be cool to include. Although, it would just be a third rebellion that is doomed to fail along with the CSA and Heavenly Kingdom.

It is. You just have to be the Papal States and flip to a Democracy. At which point, you become the Roman Republic.

Cool. It took 6 years for a confirmation (Blatent lie as I only started back in 2014 ) but now I know. Maybe I'll try that one of these days.
