Roman province names should be tied to Roman culture rather than the Roman Empire tag

I agree that the player's primary culture seems to typically determine dynamic province names, but it doesn't seem to be behaving that way in this instance for me.

Three screenshots are attached:
1) the name of London = Londinium as the Roman Empire while Roman culture
2) the name of London = London as the Holy Roman Empire while Roman culture
3) the name of London = Londinium as the Roman Empire while Turkish culture

This was observed in a non-Ironman game where console commands were being used to achieve the required circumstances to form RE & unite the HRE. These three observations are for the province of London, but a similar trend appeared for the other Roman province names. I had seen this and assumed it was based on the dynamic province names being tied to the RE tag rather than Roman culture.

Is this not the dynamic name behaviour other people see in their games?
