The easiest is probably Aragon. The best? Well, there is the obvious Byzantium, and then there is the far less obvious Montferrat. If you can keep your starting dynasty (Palaiologos), you can reform Byzantium from the ashes. And then you can go on to form Rome. Note that Italy is an end game tag, so you can't form Byzantium if you form Italy first. You can form Sardinia-Piedmont, though.

France is the easiest.

Just follow these steps;

Reload until Burgundy doesn't rival you. Religious diplomats estate privilege, scornful insult one of their rivals and start improving relations. They will ally you. Hope for the inheritance but in this patch it rarely fires before 1500 in my experience. Still, Burgundy are good to prevent coalitions.

No-CB Byz, as long as you land in southern Greece and don't move your fleet into the Aegean, Byzantium's navy will not engage yours.

Get cores back from England.

Go for the Milanese succession and call Burgundy in with favours. You should be strong enough to beat Austria as Milan will probably still be in the Empire.

From there just follow your mission tree. PU Naples, PU Spain, get Byz cores back and then expand into Anatolia/Middle East.

You can have everything you need within the first 100-120 years of the game, from then it's just integrating Spain that you're waiting for.

France is the easiest due to their powerful starting position, followed by Aragon for their mission tree.

Montferrat is the best for RP reasons, as they can form Byz along the way as @Big Bad France outlined. I consistenly find that Tuscany is the easiest Italian to form it with, though, and I couldn't tell you why. It's just that all my Firenze > Tuscany > Italy runs have ended in Roman Empire by accident.

I have strong feelings on Byzantium taking the decision to form Roman Empire which I won't go into here, but TLDR; I do not approve, because Byz is already Rome. The "Form Roman Empire" decision to me represents a nation making real the renaissance fantasy of Rome rather than restoring the actual entity, which makes no sense for Byzantium, who are already the direct continuation of Rome.

Now, that is something I hadn't thought of myself and was looking for all along! Kudos! :D
As an addendum, if you do go for Sardinia-Piedmont (which I recommend because of the mission tree), DO NOT accept new Ideas and Traditions. Forming Byzantium actually requires the last Montferrat idea and keeping your starting dynasty. So form S-P, but keep your Montferrat ideas if you want to go Montferrat > S-P > Byz > Rome.

I agree with you that the decision itself doesn't make as much sense for Byzantium, but the "journey" of actually reclaiming your former empire makes a lot more sense to me for roleplaying purposes when you are doing it as Byzantium than it does if you complete it with France or Spain.

This is not the best for roleplaying purposes, but I think that it might be the easiest tag to do it: go Ottomans. Concede to orthodox or catholic rebels, and follow your mission tree. You get permaclaims in the whole Anatolia, Levant, and almost all of the Balkans. And of course, you are Ottos, so militarily, you shouldn't have any problems.

Oh, I agree. Reconquering the Med with Byz is always the best of feelings, but I think they should be disallowed from forming Rome at all. Instead, they should get a namechange at the end of their mission tree, in the vein of the Hansa or the Caliphate.

Didn't Paradox change that to prevent the Ottomans from reforming Byz? it seems to me that it was the case there one or two patches?

Nah, they need something. Their starting ideas are pretty rubbish. Compare them to say Mongolia. Mongolia start with better ideas and get a big upgrade if they re-form the Mongol Empire (a big upgrade if they form Yuan too).

IMO it should just be a different formation decision for them, make it easier (eg. only requiring the territory needed for the Basileus achievement or something), but they definitely need some way to upgrade.

Wow, no mention of Provence in this thread? Their mission tree is amazing and you can easily form something else to use their mission trees, like Sardinia/Piedmont or France. Or just go Jerusalem for the CB against Ottomans and the rest of the Middle East.
