I find it quite easy to research flying bomb/rocket without rocket test site. For example as Germany, you can have these researches done without any test sites built.

I think it'd be better flying bomb/rockets would be handled similar to nuclear research. So unless you have rocket test site, you cannot produce rockets. Easier solution would be to make rocket components of these researches much more expensive. That would make test sites lot more meaningful.

Agreed. Also there should be rocket bases which I cannot find anywhere.
It makes no sense to rebuild the whole rocket each time, not just the body, but also, it would seem, the launching equipment.
