In my current playthrough I noticed this problem. Robots (or rather droids) can take the enforcer job, and it does reduce crime, but they don't spawn defensive armies.
I kept them enslaved and didn't research synth if that makes a difference.
Has anyone else the same problem, or figured out how to get robotic defense armies?
