I've seen roads mentioned a few times. I haven't seen a roads decision in the games I've played and I can't find anything about them in the guide or the Wiki, however, I I've only played about 60 years into the game. What's their prerequisites and what's their effects?

I'm not sure, just guessing, but I would say Government tech (however could be hardwired time based or another tech based), I get spammed with Road building events in the later midgame usually, dont see any province decisions for road building until well over a hundred years into a game.

The decision is only in a national focus province (the focus province itself or an adjacent one) and is at gov tech 12. However, there is also a road event that gives any province adjacent to a province with roads a chance to build roads on their own.

Just a note- roads can be built in any province adjacent to another province with roads. So even though it starts out in your national focus area only, you can quickly expand it to all your provinces... and because of the magistrate boost it is a very good idea to do so.

Just a note- roads can be built in any province adjacent to another province with roads. So even though it starts out in your national focus area only, you can quickly expand it to all your provinces... and because of the magistrate boost it is a very good idea to do so.

Yes, & it doesn't cost any $. Easily my favorite decision.

Roads are nice but having .05/year magistrat might be a little OP... They should at least cost 20 ducets like the post office..

I don't think it is OP really - I find the vast majority of magistrates I use are for province decisions, and if you have enough provinces for the .05 to start really adding up, you also have a heck of a lot of provinces that you need to make those decisions in, which means you need to use more magistrates to enact them. All in all, I think its a wash. I would like to see magistrates needed for slider moves and goverment changes as well - don't know if we'll see that happening or not.

I get the event building roads repeatedly even in provinces that already have roads built (whether by decision or event). Is this a bug?

Yup, and an annoying one at that. It never seems to fire when/where I need it, just when/where I don't.

It can't possibly be as annoying as the colonial company bug.

Roads are both awesome and fun, because you get to imagine your road network slowly sprawling out from your national focus to cover your empire. Very well done.

Roads can build upon foreign roads as well (but they are cleared when a province changes hands). I think they ought to reduce it to just 0.01 magistrate though (too much benefiting to an already large empire the way it is now)...

Roads are bugged on my game, too. I built them in the national focus province, but I can't ever build them in the adjacent provinces and if I switch national focus, I can't build them in the new focus either. One of my provinces adjacent the national focus got them too through an event, as did a province bordering a neighbour, but I never have them as a provincial decision anymore.
