For a while in one of my cities I've had issues with major traffic jams which I've been trying to fix without much success,as when I do go in and fix the roads as I see it,the budget of my city rapidly collapses for some reason. Before I move on to another city I'd like to understand where I went wrong,so any way of finding out what's going on here? It's a small city of around 20,000 or so on the Islands map.

Placing roads itself should not destroy the financial balance. But roads cost upkeep, especially bridges and tunnels. Could that have caused the problem?

You also may have caused some collateral damage during your construction work, e.g. de-zoning a lot of buildings or interrupting traffic completely for some time. Or did you do other things in between like activating costly policies?

A good starting point for further investigation are the city statistics (population, tax income, etc. over time), which you find in the game menu below the load and save buttons.

Bridges and tunnels can cost a lot... Traffic fixes can often be done fairly cheaply by effective lane management and careful control of junctions of minor roads, onto major roads. Check out Biffa plays indie games youtube channel for loads of city traffic fixes for some brilliant tips.

If you supply a saved game of your city, we can load it and more easily pinpoint the issue(s).

Try to keep industrial and residential traffic separated from each other, and use higher capacity roads for the industrial traffic. Put your commercial zones near your residential zones and place walking and/or bike paths between them to reduce the number of cars on the road. Give industrial traffic a separate way in to the commercial zones over the residential traffic by using higher capacity roads as well.

traffic jams are always caused by too many cars and not enough roads. Adding more roads won't necessarily improve traffic jams because cars tend to take the shortest distance. You can make the road wider, make commuters give up cars via public transportation, or to reduce the number of vehicles on the road. Reduce the number of vehicles on the road can be done by cutting down its travel distance or speed up its travel so they spend less time on the road. Cutting down its travel distance requites strategic zoning. Speeding it up requires investigating what slows them down as well as what speed them up. For example, improper hierarchy can slow them down.
If you watch youtubers play, they constantly run into problems and solve them. You have to analyze each situation and each situation might be unique and may require a unique solution. I often have to tear down an entire section and spend hours just to rebuild it.
