Like the title says (and please excuse me if this has been suggested before) I would find a road zoning tool really helpful.
The idea would be to allow the player to zone roads to disallow any combination of traffic types. For example, a residential area could be restricted for delivery trucks, freeing up traffic for private transport and services.
A green zone could also easily be created by only allowing services, pedestrians and public transport.
Inversely, industrial zones could be designed with dedicated access roadways for delivery trucks. Workers could then arrive either on foot (+ public transport) of via their own dedicated access roadways.
I got this idea from the mod; Zonable Pedestrian Paths. And from a quick look of the source, it looks like implementing a road zoning system could be an easy question of adding a traffic layer mask to each road, which is then taken into account by each pathfinding algorithm based on agent type.
Of course you can do a lot with a bit of implicit incentive in your road layout, but I must admit I'm beginning to understand why mayors the world over are tempted to legislate themselves out of major infrastructure issues caused by the inherent fallibility of group dynamics in game theory
