Chapter Five Hundred-Forty-Three : The First Imperial Council Meeting

Indian Cookies For The Councilors

We open this chapter on the 10th of January, of the year 898 AD, in the Council's Meeting Chamber. The Basileus Niphon had already taken his seat across from the entryway. The Lord Meow-Meow sat on the table on his right. Both looked serious and calm.

Somebody from the kitchens had already placed a plate of Indian cookies in the middle of the round table. They looked very yummy but the Basileus had left them alone. And had made sure that the cat had not tried to eat any of the cookies also. He wanted everything to look neat and in order when his Councilors arrived.

The Council's Meeting Chamber had been prepared for the next meeting. The table and chairs had been dusted, the floor mopped, and the walls cleaned. The hallways and rooms surrounding had been checked for spies and booby traps. Guards would make sure that nobody came near the meeting who was not meant to be there.

The first to arrive was the blind Magistros, the Duchess Anakhit, with her tapping cane. She bowed and selected the chair nearest to the door. She had no notes as she had learned to memorize all the information she needed for a meeting.

"There are cookies available if you want them," pointed out the Basileus. The Duchess nodded her head but didn't reach for a snack. She didn't like eating in public.

The next Councilor in was the Mystikos, the Mayor Hierothoes, who bowed to the Basileus. He took a chair to the left of his Liege, where he could see the door, and also ignored the cookies. The Spymaster didn't eat in public either. He didn't want people to know which foods and drinks were his favorite. In case they planned on poisoning him.

The third Councilor was the Protostrator, Paschalis of Nyingchi, who bowed, picked a chair next to the Magistros, and grabbed a couple of cookies. Like any good soldier he never refused free food.

The last Councilor to appear was the Sakellarios, Mayor Komistas, the Basileus's Son-In-Law. He was carrying some pieces of paper in case he needed to take notes. And on his elbow was his wife, the Princess Eupraxia, who followed him into the chamber.

The other Councilors looked a tad confused by this till the Basileus stated, "I invited her. Some of the issues we will discuss involve her."

As his daughter and son-in-law took their seats on his right, near Lord Meow-Meow, the doors were closed. The last Councilor, Basilissa Yanyan, the Upadhyayai, and his wife, was still in the County of Karmanta trying to convert the people to the Buddhist Faith. She would be sent a summary of the meeting afterwards.

"Greetings my Councilors, Princess, Lord Meow-Meow," said the Basileus with a smile. "Let us start off with a reminder. Many of you have still not voted on the issue of Viceroyalties yet. Please get on that as soon as you can."

"Also, I noticed we don't seem to be making as much money as we use to," pointed out Basileus Niphon. "Part of that is me giving away some holdings. But the biggest issue is the expense of the mercenaries we have on the payroll."

The Councilors nodded as the Princess took a cookie and nibbled on it.

"As I don't plan for any wars in the next few years," added the Basileus, "I think it is time we dismissed them. See to it, would you Protostrator?"

"Of course my Liege," replied the Protostrator with a nod of his head.

"Also," continued the Basileus, "I want us to increase the size of my Retinue. We have Heavy Infantry, Pikemen, and Archers. I want to add Light Cavalry, Heavy Cavalry, and Horse Archers. Those have proven to be very useful on the battlefields. And I feel increasing the size of the Retinue will be cheaper than having those sell-swords hanging about."

"It will be done my Liege," responded the Protostrator again before grabbing another cookie to munch on.

"Also I would like to switch my Crown Focus to the County of Laksmanavati. You know, buy from the local wine shops, support the Guilds, invest in the local farms. That kind of thing to help it develop."

"Of course my Liege," stated the Sakellarios as he took notes.

"Now my dear," said the Basileus as he turned to face his daughter, "I believe you need to learn how to govern." He pulled out a scroll from his robes and handed it to his daughter. "You now as the Countess of the County of Lakemanavati."

The Princess was VERY pleased. Her husband not so pleased.

Romanos Dysnomia stood up and cried out, "This is how you reward all my hard work! Firing me in front of the Council and my own wife! How COULD you!" He then grabbed the plate and fled the room shoving cookies into his mouth as he sobbed in dismay.

"I forgot that was going to happen," explained the Basileus to the Councilors. They all looked slightly embarrassed but for the Protostrator who seemed upset that the Ex-Sakellarios had taken all the cookies.

"Well, my Liege," said the blind Duchess, "it will be easy to find a replacement. The best person for the job is already in the room."

"Lord Meow-Meow?"

"No, sire, your daughter."

"Oh," said the Basileus with a chuckle. "Well, dear, you are now the Sakellarios. Your first job is to oversee the upgrading of the barracks in the Palace. Oh, and vote on the issue of Viceroyalties."

"Yes father....er...my Liege," responded the Princess slightly shaken by all the new titles and how quickly they were piling up.

"Oh yes, one more thing," said the Basileus. He handed his daughter a official form. "I request you make me your daughter's Guardian."

"Of course my Liege," replied the Princess.

"Good," stated the Basileus. "But make sure to send me a formal written reply. Make it all official. The staff and Courtiers like paperwork. They love stamping things and making copies and tying red ribbons and using wax seals. You know how it is!"

The Princess did NOT know "how it is" but realized that she had been dumped into the deep end of the pool of governing and was about to find out.

"Ahem. My Liege," said the Princess. "As your new Sakellarios I must point out that because I now rule the County of Lakemanavati you CAN'T put Crown Focus on it. It's no longer yours."

"Really? Oh. Will, put it on the County of Haruppeswara. Any other issues we have to discuss?"

The Councilors shook their heads.

"Good," stated the Basileus. "Well, go do your jobs. I'll send a letter to my wife to update her on the changes. And VOTE! Don't make me pester you about it. You may go."

As the last of the Councilors left the room the Basileus Niphon reached for a cookie before remembering that the plate of cookies was gone. "Oh darn."

He leaned back in his chair and sighed. "Well, the meeting went better then I thought it would. Er...I mean that went according to plan. Totally. Yes." He peeked over at Lord Meow-Meow.

The expression on Lord Meow-Meow's face suggested disbelief or that the cat was passing a silent fart.

And so we close this meeting of the Council, the first after the forming of the Empire, with a NEW Council member and a NEW Countess.

So the old Sakellarios was unlanded and therefore became a subject of his wife when she got the county and thus left Niphon’s court? Anyway, good to see the Princess starting to play with the adults and it looks like she should be a very effect I’ve steward. Just be careful about dangerous missions - don’t want to see her beaten up or killed by thugs or disgruntled local yokels! :eek:

A Very Crowded Dungeon!

This chapter opens in January, of the year 898 AD, with the news coming to the Royal Court that the Countess Eupraxia of Laksmanavati had passed the Late Feudal Administration Law.

A very good first law to pass as a new Countess and Vassal of the Empire. The Basileus was very pleased.

"Shows I did a good job as a father," he proclaimed to the Courtiers and staff of his Court. "I just hope she overcomes her illness soon."

About a week later he received the official reply from the Countess which made him the Guardian of his granddaughter Eulalia Dysnomia.

Then one day, later in the mouth, the blind Duchess, Magistros Anakhit, came to his throne room with two pieces of paper. "My Liege. I have something that might interest you." She handed him the first piece of paper.

"Oh my," responded the Basileus. "Poor Thakur Sonpal. I am not sure how one of his marriages being cancelled is that important. He isn't one of my Vassals."

"I believe the reason for it is more important," commented the Duchess as she gave the Basileus the second piece of paper.

"Holy Cow!" stated Basileus Niphon as he looked at the list of people arrested. "The Spider is going to have a very crowded dungeon! Why did he arrest so many people?"

"Most likely prisoners of war," remarked the Duchess. "Remember, the Ayudha Dynasty is fighting over who gets to be the main trunk of the family tree. These people are likely allies of one of the branches of the family and the Great King Tejapala has likely captured them during one of the sieges. One of them was likely the bride or groom." (1)

A few days later the Spymaster, Mayor Hierotheos, came to the throne room with a report for the Basileus.

"Who is trying to kill who this time?" grumbled Basileus Niphon as he took the report to look it over.

"The insane Duchess Gabrielia of Gauda is plotting to kill Agathe Dysnomia," pointed out the Spy Master. "It WOULD benefit you if the woman died. She seems to feel she has claim to many of your titles."

"I don't care how much her death would benefit me," remarked the Basileus, "she is family. Only I can murder my own family. Tell the Duchess to stop!"

By February the Basileus found himself sighing a lot. The Lord Meow-Meow asked him what was wrong. Was he depressed?

"No Lord Meow-Meow," replied the Basileus, "I am bored. I need to do something while I wait for my Councilors to vote! I know. Tiger Hunter!" And so a Tiger Hunt was announced.

So we close this chapter with the Basileus and his staff preparing for a Tiger Hunt while Lord Meow-Meow pouted in the corner and thought dark kitty thoughts.

Chapter Five Hundred-Forty-Five : Tiger Hunt!

A Emperor On The Hunt! (May Not Be To Scale)
We open this chapter during the early ides of February, of the year 898 AD, with some interesting news. Even with Peace being Enforced throughout the Empire Doux Mandandeva II of the Bhar Duchy was able to take a County from Rajaganesha of the House of Mana. The Ex-Count, of course, wanted his Holding back but what could he do about it?

The Palace was filled with the sounds of preparing for the Tiger Hunt. Dogs barked and Elephants trumpeted. Servants packed bags, Royal Guards sharpened spears, and Cooks debated the menus. The Hunting Guides discussed the best place to find the big cats and, of course, the Basileus oversaw the loading of the Royal Elephant's Riding Platform. He made sure it had the best wines and fruits selected for it's tiny bar.

But even while this was happening news continued to enter the Royal Court. The next piece of news was, in fact, good news. The Princess had finally finished overseeing the upgrade of the Stables. They now had WONDERFUL modern windows!

As he was selecting his boots a idea suddenly hit the Basileus and he called for his blind Magistros, the Duchess Anakhit. "Bring her to me! I want to ask her something!"

Soon he could hear the tapping of her cane and then a few moments she entered his bedroom.

"Magistros," stated Basileus Niphon with a smile, "Now I am an Emperor I wanted to demand those Kings south of me join my Empire. After all I now outrank them."

"Who do you wish to ask first my Liege?" she asked as Lord Meow-Meow attacked her cane.

"The Great King Barjena of the Satyavarman Kingdom. He is already my Tributary. So its really only a small step to becoming a Vassal, eh?"

"I will offer his Vassalization at once my Liege," the blind woman said before bowing and leaving the room.

The respond was quick if unofficial. The Empire's bureaucrats discussed the issue with the Kingdom's bureaucrats. The end result was they didn't even send in a formal request because they knew it would be refused.

"It would be refused?" remarked the Basileus while he was picking out hunting hats. "I'm a Emperor. His a King!"

"Yes," replied the blind Magistros. "In fact as a King he thinks he is too high in rank to kneel to you. Also he believes Buddhism is a false religion. And...well...he has a low opinion of you."

"HOW Rude!" proclaimed the Basileus tossing the hat he was trying on to the ground. "What if we asked Great King Vigrahpala of Orissa?"

"Can't my Liege," stated the Duchess as she played tug-of-war with Lord Meow-Meow over her cane. "He is at war."

"Darn!" shouted the Basileus as he tried on another hat. "Must this independent Rulers be so....independent."

Soon the Basileus's mind was taken off the problems of independent Rulers when the Hunting Party was finally ready and marched off to the camp site. Soon the cooking fires were started, the Guards were placed around the site to protect it, and the tents were pitched up.

They spent weeks roaming about the jungle. The Basileus enjoyed his wine, his fruit, and his midday naps. But one day, in the first day of March, the scouts ran back to the main party. They had spotted a large tiger head. Of course the Basileus bravely called forth his soldiers to deal with it. He had just started on a platter of wonderful hummus and it would be uncivilized to kill a tiger with a semi-full stomach!

The soldiers moved forward and encircled the area where the tiger had been spotted. The tiger discovered the soldiers too late and was soon impaled on their spears as it tried to escape. There was celebration that night as the Emperor enjoyed a three course meal under the hanging lamps of his massive tent and bragged about the skills of his soldiers.

"They learned everything they know from me of course!" he was said to explain to the Vassals and Courtiers at the dinner.

As the tents were packed up and the Elephants prepared for travel the Basileus received news from the Council in the form of a report many pages thick. It looked like the war between the Great King Tejapala II and the Great King Mandandeva had ended. "The Spider" had defeated "The Drunkard" and had taken many titles from him.

"Wow," murmured Basileus Niphon to himself as he flipped through the pages. "A Duchy with all trimmings. I wish it was always so easy. I didn't even remember there was a war between them. The Dynasty fights SO much that it is hard to keep track of such things."

There was more news within the report then just the ending of a family feud. The Raja Mahendrapala II of the Kumanchal Raj had usurped, by legal means no doubt, the title Thikana of Jumla from Vijayasakti of the House of Chhinda.

"Hmmm." The Basileus Niphon stroked his head beard and mumbled, "I don't think those are my Vassals. I am sure I don't have a member of the House of Chhinda among my nobles. And we don't use those titles. Still, I wish I was home so I could check my records."

Within the same report (it was a thick report) was even more news. The blind Magistros had voted against the Kingdom Viceroyalties Law while his wife, the Upadhyayani, had voted for it.

"How could the Duchess vote against my WISHES!" the Basileus shouted. "How dare she!" His opinion of her was damaged. It had been somewhat low to start with but this didn't help matter much. She was meant to be Loyal to him!

As the Hunting Party made its way back to the Palace/Castle another report arrived with a mixture of news. His daughter, the Countess Eupraxia, had also voted AGAINST the Viceroyalties Law yet the Law had passed anyway. It was likely the Spy Master had decided to not vote at all which meant the Law has passed Three-to-Two. The Advisers had, likely, also declared themselves absentees. (1)

The Hunting Party finally arrived at the Palace with a new Tiger Rug and news of a successive hunt. There was much rejoicing though Lord Meow-Meow wore a tiny black band and spent many nights mourning outside the Basileus's bedroom. Nobody knows WHERE he got the tiny black band or how he put it on. (2)

So we end this chapter with another Tiger Rug, the passing of the first Imperial Law, a happy Emperor, and an unhappy cat.

Eupraxia voting against her father's wishes. That seems a bit dangerous, I mean, if she continues this kind of rebelliousness, she may well decide to take over before the despot dies. It looked like a good call to make her Duchess, but I do hope her newfound power doesn't go to her head.

so you can now use viceroyal titles. interesting. i guess you could make the heiress into a viceroy (vicereine?) of the kingdom of bengal. i think that's the kingdom where her duchy is.

on the other hand, you probably didn't need the law for that purpose - you could just give her the kingdom title the oldfashioned way. it would return to you when niphon dies and you play as eupraxia anyway.

Chapter Five Hundred-Forty-Six : A New Title Is Created!

To the Royal...er..Imperial Archives!

We open this chapter in the middle of March, in the year 898 AD, with the Basileus giving his daughter, the Countess Eupraxia, the title of Viceroyalty of the Kingdom of Bengal.

This meant she would be in charge of all those Vassals in the region. In other words, most of the trouble makers in the south were now her problem.

The Basileus was very pleased. And so was his daughter who was now Exarchessa Eupraxia of Bengal.

Before he could celebrate with a good warm cup of wine and some cookies the Protostrator entered the throne room. Paschalis of Nyingchi bowed to his Liege and held out a note.

"My Liege," the man stated as Basileus took the note to peek at it, "two Commander positions are empty again."

The Basileus thought on it for a few minutes and then decided to pick the two best military men not yet recruited. The two selected were Bhikkhu Romanos of Para-Lauhitya and Bhikkhu Eugenios of Totaram Panditer Dhap. Neither were VERY good military men but they were the best available.

"Amazing," murmured the Basileus, "both of those men seem to love me. Scribes and Courtiers! Bring me the lists of the Vassals! I want to see how they feel about me!"

So a list of the Vassals were brought to the Basileus with all the Vassals listed by their opinion of the Emperor.

"WOW!" exclaimed the Basileus. "Everybody likes me or even LOVES ME!"

"Once again," responded one of the Courtiers, "Many of the trouble makers were in Bengal."

"oh...right," mumbled the Basileus with a pout. "How about the Religious Leaders? Bring me a list of their opinions!"

The Religion side of the Empire was just as pleasing to Basileus Niphon as everybody on the list had a very high opinion of their Liege. And three of the Holy Sites important to the Faith were controlled by the Empire!

"This list seems shorter...oh yeah, my daughter now has some of the Religious Vassals under her."

Lord Meow-Meow meowed and the Basileus frowned. "Oh yes, I still have ONE trouble maker, don't I."

"Doux Hisen of Qamdo," stated the Basileus Niphon. "He likes me but still wants a position on the Council. Which he isn't going to get. He really isn't good at much of anything besides his studies. Also he is 60 years old. He's going to die sooner or later."

"That reminds me," said the Basileus. "Talking about death is there any plagues I should be worried about?"

The staff and Courtiers, after checking the archives, brought the Basileus information about three breakouts. The first seemed to be Smallpox to the west which SEEMED to be following the Silk Road.

"That's not good," remarked Basileus Niphon with a frown.

The other two breakouts were much farther away. There was Camp Fever in the Middle East/Africa region and Measles in Spain.

The Basileus leaned back in his throne and thought for a few minutes. Then he shouted, "Bring me maps of my own Empire. I want to see our Cultures and our Religions!"

Funny enough the Basileus was not too happy with the maps that were given to him. The Greek Culture had not spread as far as he would have liked.

And while Buddhism HAD spread far it had tiny holes, gaps in it, that he was not happy with.

He gave the maps back to the staff and walked over to the Wall Map followed by Lord Meow-Meow.

He looked it over and frowned. "Lord Meow-Meow. Before I die I wish to make sure my daughter gets a stable and united Empire. We need to work on spreading the Greek Culture and doing our best to stomp out all False Faiths!"

Lord Meow-Meow tiled her head and looked at the map. And so we close this chapter with a NEW Viceroyalty and a Basileus planning out the future of his Empire.

now that Niphon basically fulfilled his primary mission of making an empire, he could focus more on the religious side. if he reaches the highest rank in the buddhist monk society, you get the ability to convert provinces to buddhism instantly. that's pretty powerful (but costs lots of society devotion points).

also, with the viceroyalties you now have a nice tool to get rid of some of the old troublemakers. you just appoint someo viceroys and then the annoying dukes of their domains are no longer your problem :)

One day those troublemakers will come back when the daughter inherits, but I guess these viceroyalties call be used to deflect them at that point as well.

Tinker, Tailor, Soldier, Spy

The chapter opens in the middle of March, of the year 898 AD, with the Basileus pondering his next move. He wanted to work carefully at first. Taking small steps. His first action was to send his Magistros to Rayapura. The County-Capital of the Great King Barjena of the Kingdom of Saryavarman. If she could butter him up with her skills at Diplomacy it might increase his opinion of her Liege.

And if the Great King felt better about the Basileus maybe he would be more willing to bend a knee and become a Vassal. After the Duchess was given her marching orders the Protostrator was ordered to Organize the Army and Train the Commanders.

"Even during time of peace plan for war," the Basileus murmured to himself as he sent the order. Then the Spy Master was sent to the County of Pokhara to Study their local Technology. They were the most advanced region within the Empire. And being within the borders it also made it safer for Mayor Hierotheos to visit.

Then the Basileus ordered his wife, the Upadhyayani, to do Research on, as well as advance, the Greek Culture in the County of Laksmanavati. The old Capital of the Pala Dynasty refused to embrace the Greek Culture and that was annoying him. Maybe if she put a spin on it? Made Greek Culture sound exciting and new?

As the Basileus sent off the last signed order he heard cheering outside the Palace. He went to one of the nearest balconies and peeked down to the streets below. There were crowds cheering and drinking and carrying stuffed tigers.

"What is all that about?" the Basileus asked his staff.

"They are rejoicing at the good news of your successful hunt," replied the staff.

"But that was almost a week ago," stated the Basileus. "Old news."

"You know what they say," replied one of the Courtiers with a smile, "Bad news travels like a rampaging elephant while good news travels like a drunk snail."

"You just made that up, didn't you?" remarked the Basileus.

"Yes, my Liege," stated the Courtier.

"Well, it was stupid. Go stand in the corner till you've learned your lesson about making up sayings."

So we close this chapter with the Councilors all sent on missions and a Courtier standing in the corner of the throne room.

The Princess Selects A New Military Commander

This chapter opens in later March, of the year 898 AD, with the Basileus Niphon pondering his position in the Savaka-Sangha. If he wanted to gain in rank he would have to, soon or later, focus on Theology again.

In April the Basileus was brought good news by his Protostrator. Commander Lakshminarayan had improved greatly during the military drills.

The Commander had become a skilled Defender which, for a Vassal living on the border, wasn't a bad skill set to have.

Shortly afterwards the Basileus was told that Doux Mukyndanarayan of the Shantideva Raj had taken a County from Ganeshwar Singh Visayapati.

The Basileus snorted. "They still find ways to plot and scheme without the use of military might. On one hand you have to admire my Vassals for their cunning. On the other hand I wish they would behave! Still, I guess as long as they are not fighting there isn't any harm."

Then in the middle of April the Princess made Doux Mukundanarayan her Master of the Hunt.

"HIM?" exclaimed the Basileus. "He and his family have been fighting or hating our Dynasty and the Pala's Dynasty for over a century. Does she think she can tame that family? He hates her guts! I wish her well."

The Basileus thought on the Shantideva family for a few seconds. "They're not even Greek. Who Inherits his Titles? Bring me the records!"

It turned out the Baroness Hira of Mahanad, the Doux's sister, would inherit his titles. She was, also, not Greek. But she had a 2 year old daughter. Vijinayavati of the House of Pala was not Greek BUT was at a young enough age that such a problem could be solved.

The Basileus sent a request to her father to allow his Courtier Gerasimos to be the girl's new Guardian. The Courtier was the Imperial Master of the Royal Elephants. But that wasn't important. What WAS important was that he WAS Greek and may influence the girl to become Greek.

Near the end of the month Basileus Niphon got a positive reply. The girl now had a proper GREEK Guardian.

The day after the reply was received the Basileus's Concubine, Vina, gave birth to a baby boy which she named Dionysios. (1)

"Great," murmured the Basileus to himself. "Now I have five children and four of them are males." The boy's first stage of education was selected by the Basileus. The boy would study the Buddhist Faith. And hopefully he would stay away from the grape.

Then the Basileus got two pieces of information at the same time. The Princess had made Doux Mukundanarayan a Commander in her military. A good idea - he wasn't a bad warrior.

And she had also had her Council pass the Levy Shifted Noble Obligations Law. It looked like the Princess preferred soldiers to coins.

And so we close the chapter with Exarchessa Eupraxia of Bengal in firm control her vassals and lands.

1. Dionysios was a pretty common name within the Greek region of the Empire. From the Ancient Greek "Dionysos" who was the God of wine, revelry, fertility, and dance.
