This is not true.

Already been addressed. I worded it incorrectly and was trying to say that the core structure of Europe's modern arteries was in place during the Pax Romana. I was not trying to say that Hadrian commissioned A31.


Much, perhaps most, of world history is based on building on top of what has come before (figuratively and literally) rather than creating something new ex nihilo, after all. But if we accept in the game that there's the possibility that various groups on the margins, such as Slavic tribal pagans, can reform their religion and even build an empire to rival Rome, why shouldn't they be able to build new roads as the Romans did?

I'm not saying they shouldn't, just that it isn't something I'd call a necessary feature, nor do I expect it will be there. I wouldn't be opposed to its inclusion. However, OP's question was whether or not it would be there.
