They would probably make sense as a level 0 rail road. Canals became obsolete as railways took off, so players should have the option to build them before they invent railways.

I wonder if improvements can be made 'obsolete' like military units could be in Vicky 1. That way once you have railways, canals could get obsoleted and you could skip straight to building level 1 railways.

Good idea, but I doubt it will be in Vanilla Ticky. Might be a good idea for a mod though; the Ticky Infrastructure Mod (TIM). :D

The problem with canals isn't transport efficiency, it's expense of construction. It would make more sense to make them equivalent to lvl 2 (better than experimental rail), but so expensive that they only made sense in the most populous and highly developed areas.

Canals became obsolete as railways took off,

Canals didn't become obsolete. immense ammounts of goods are transported via canals even today.

I'd certainly put myself forward to contribute to the Ticky Infrastructure Performance Project Encompassing Realistic Gameplay Options Requiring Effort

Not sure whether it'd really take off, though.

Um... No. For bulk goods when you already have a canal water transport is much more effective. No railroad can compete with the efficiency of towed barges - even if they were towed by human muscle (10km a day). In the 1890s.

Canals would also be built for irrigation purposes - and you can make it navigable with minimal effort (towing way on both sides). One more reason why canal building did not stop in the railroad age.

'Course there's a geographic scale limit to canal transport. Though we were the first to latch onto canals in a big way our poxy island rivers put a block on waterways of Continental scale. There's the Manchester Ship Canal and that's about it.

I like what you did there...

Whether rivers/canals contribute directly to infrastructure level or are modelled more indirectly, they are important. Anyone know if the effects of rivers have been incorporated indirectly to the value of the provinces?

Not practically possible in most areas due to elevation changes and insufficient water supply above sea level. If not for Lake Gatun, no Panama canal.

I don't understand how elevation changes or water supply affect how you make the map.

Shirley you could represent the Missisippi and the Kongo and similarly important rivers in this way.

Maby with restrictions as to what boats may navigate them, similar to how subs could pass hostile sounds in HoI.
