I'd love to see navigatable rivers and other waterways taken into account by Vicky. Would really open up the US MidWest. Also sea ports. Moving things around by water was much easier than moving over land.

That being said, I have no idea how to implement it, and it is likely too late to try.

I think this is actually a good idea - the provinces that have rivers usable for trade and transport should start off with some bonus to infrastructure that is very important at the start but becomes less so as railways take hold.

I believe rivers have at least some affect on combat now, with the new system (At least I hope)

What would be interesting is if we had special naval units that can treverse only in rivers and maybe brown water. This could for example make transport of units around the country quicker.

Rivers where still one of the quickest ways of traveling when railroads where not that developed. And later especially Saar, Ruhr and Rhein (Dunno english names) became very important factors in the industrialization of Western Germany. I bet there are many more examples outside of Germany that proof that early Industry counted on the advantage given by Rivers.

I have thought of a game like Victoria, but which spans into the 18-th century also.
Rivers and canals were a huge part of the early industrialization. The canal system in England, made possible by the Brindley's lock, was a massive network.
In the game they could very much work like railways.

They would probably make sense as a level 0 rail road. Canals became obsolete as railways took off, so players should have the option to build them before they invent railways.

I wonder if improvements can be made 'obsolete' like military units could be in Vicky 1. That way once you have railways, canals could get obsoleted and you could skip straight to building level 1 railways.
