Rivals of the Papal State should be more likely to reform, it doesn't feel right that nations will be rivals of the papal state and stay Catholic. I don't have any historic data to back this up, but it doesn't feel natural. Seems like a rival of the papal state would naturally have an issue with them controlling their religion

That makes sense, personally I kinda dislike the papal state expanding or acting like a regular AI in general however.

They shouldn't have to assign rivals or should be coded as non aggressive in my opinion. The Papacy wanted to be seen as appointed by god and having a direct line to god. Taking land through conquest makes it harder to justify your legitimacy or of God's will to appoint you.

I'd rather them only attempt to take back their original territories in 1444. (except Avignon) I understand that some people like the papal state being ahistorical, however if that could be an option to toggle on or off I think it would be better.

I agree with this. Would be nice if they would only expand into heretical/heathen nations/rulers, nations who have a sinful ruler personality, or who has been excommunicated
