Has anyone else seen a steep increase in Theocratic rulers lately? in my BYZ > Roman Empire game so far Denmark and france are a Theocracy, Rus was one before being wiped off the map by the GH and England used to be one for a few years untill it got toppled by angry Dukes. it just seems..off
