2) I don't know if you really need to have Courland as separate state. It was a vassal of the Commonwealth and indepentent on paper only since 1791 and it will only create more problems for the partition events (russian annex on 1795) and the impact of Courland on international matters was near zero, it shared the fate of the Commonwealth.
3) Also I think there's too much cash available. Remember how poor was the state, due to ineffective taxing scheme and noble priviledges. I think that maybe every province should have those "crime levels" already above "none".

Ok, Courland may stay but it should be eaten by Russia together with Third Partition of Poland. And during the 1792 and 1794 war it should stay neutral.
About the crime buildings I don't remeber if that's the proper name for them, like in CK when they are really buildings, but I remember that during Victoria game if you don't spend enough cash on crime fighting there can be some crime maluses in various provinces. It would be good to add them to the scenario setup.
Ah, and the major thing, the current flag is terribly wrong for the CommonwealthIt's rather for the Congress Poland period. It would be great to change the current flag to while eagle/pogon (Lithuania's symbol) on red field.
Not only did Prussia obtain Danzig and Thorn in the Second Partition of Poland (1792), but in the Third Partition (1795) she acquired the central basin of the Vistula, with Warsaw as its capital. Prussia now included the entire basins of the Oder and Vistula.
