As I understand it, Norway was not a part of Sweden - they were in 'Personal Union' with them. Sweden controlled Norway's foreign politicies and stuff like that, but I think they were more of a vassal than merely a province in Sweden. Norway was never as closely tied to Sweden as they were to Denmark.

But I'm not an expert, so correct me if I'm wrong...

You are entierly correct, although Norway had a similar possitom to Denmark for the first or first two centuries of theire union.

Anyway... I think that there should be a prestiege level, and it could be decided about who's who like that.

At the time, one divided the world into the Great Powers, the Little Powers, and the savages.

The Great Powers exchanged ambassadors. Everyone else had to accept an exchange of ministers.

Off the top of my head, the countries that exchanged ambassadords were the real Great Powers (US, UK, France, Germany and Russia) and the former Great Powers (Spain, Portugal, and IIRC, Sweden.

I think you could argue that denmark had claims on both norway and skåne(, halland and blekinge).
