You have corrupted the world_names.csv file in the way that you have it now.
You need to get rid of this at the start of the file:

And this at the bottom of the file:

BRITISH EMPIRE;British Empire;;;;;;;;;;X

Please look at the dh vanilla file of the same name, and you will see how it should be done.
You need to pick a TAG for British Empire, which I presume is not the usual ENG, but pick another tag. Then you have a skin and counter/shield/flag set to that new tag.
None of the minister pics for any country are turning up, so it could just be the corrupted file.
Please turn on the error checker:

The minsters for most nations have not been created yet. I'm currently working on the Canadian Social Republic's ministers. The British empire is using the U00 tag. I didn't know I could use it first off.
Thanks for informing me about the csv. I hadn't caught that until now. It doesn't break, but it still needs fixing. I'll do that when I get home from school.
U00 is the user defined TAG. It shouldn't be causing an error. I also did have error detection on.

The ministers are not corrupt however. Most are just not implemented in that version. I'm try to do one country at a time. At least, they work for me.

All right, I can see the pic now. A few spelling errors, but those will be easy to fix.
After some testing, it seems the error does not cause any harm. It might be the fav though. I'll try that later and see the results.
i would leave the post of the chief of Air force untaken till 1912 or so, because the brothers wright would make a fly attempt in 1902
I would stick with the ministers as they are in dh, just change the date to suit your mod. Then you just have to change the HOS and HOG. Will save lots of work.
Open up the ministers file in db/ministers_tag.csv.. change the date back to 1900, save and it should work.
EDIT:
You can open up all the minister files in notepad++. Then simply search and replace 1914 with 1900.. replace all.. save all. done.

Your Forieg.Minister have a wrong position in a minister file for Red Canada.Replace his line to the middle of text file.Im pretty sure,it will solve your issue.
I was asking for ideas for who it could be. Not how to put him there. It's my fault that I didn't clarify.
The reason for the bug is the fact that I am using the editor tool. The extra parts at the beginning and the end do not cause any problems. I have done several test runs.
