Perhaps anybody who's the HREmperor should have a smaller chance that the first RelCen spawns in his territory? The HREmperor has been both historically and gamewise, a staunch defender of Catholicism.

It's the population that reforms trough the CoR, not the leader of the country. So it should be able to spawn in the territory of the empire as much as anywhere else

and indeed in real life the Habsburgs had to deal with outbreaks of heresy in if I remember Upper Austria (could be mixing it up with Lower Austria)
this is part of why they invested so heavily in the counter-reformation, in addition to Protestants in Bohemia. The idea that the Habsburgs should be immune to conversion of provinces is weird

I didn't specifically said Habsburgs, but whoever is HREmperor. But anyway, I think you're right. It should be able to spawn anywhere in the HRE.
