I can easily see a way to make a system with both a Dyson sphere and a ringworld.
According to the dev diary, the megastructures are built in stages. First you build the frame, which would look like this:

...and then you start filling it in, until it looks like this:

"But what if I want to have my cake and eat it too?" you might ask. After all, having both a Dysons phere and a ring world would be so much better.
Simple. Don't finish the Sphere. Build it like this:

Voila! You now have a partial Dyson Sphere that harnesses most of the star's energy, while leaving a band exposed for ringworld inhabitants to enjoy. Nothing is wasted.
Actually, you could leave a couple of those panels on. That way, if the ring world was slowly turning it could simulate a day/night cycle.
You know what the emperor said to his admirals who told him it would be more "economical" to use the ressources of the second death star to build over 6666 Star Destroyers (Imperial class) from it (no joke thats an actual estimation) . Or hundreds over hundreds of Super Star Destroyers?

I always find it hilarious to think that if the Empire had better stormtroopers that could hit people or better space fighters they'd still be around.

That Stormtroopers could not hit is a myth btw ; ). There catastrophal performance on the first Death Star in Episode IV gave birth to that myth a long time ago.
But people forget that those stormtroopers were ordered by Darth Vader to let Leia and friends escape so that can track the rebel base(yes that was very stupid of him). A Stormtrooper with the order to let someone escape of course he does not shot to kill and aim badly on purpose.
Though it is true that the "economical thinking" behind the armors of stormtroopers and the TIE-Fighter( it was agile but not many pilots lived long enough to use its agility potential) was a huge mistake. And the only times the empire was ready to waste trillions of credits was in their death star projects. If they simple would have spend it in the mass production of the TIE-Tri-Fighter (canon thanks to SW:Rebels and firstly seen in action last saturday).

Being economical isent always the right decision.
Sometimes you have to take the risks to invest alot of money and ressources.
Which is only a bad thing if you invest in the wrong super projects.
I dont think that it would be that uneconomical to build a dysonsphere and a ring world in one and the same system.
It would also make the defense easier.
