Also find it strange that living standard doesn't impact housing upkeep either. Only Slaves get reduced housing.

On the one hand, I get what you're saying, but on the other hand I don't want to have to check each individual planet and math out whether it can sustain a higher standard of living. Maybe if there was a better interface for projecting what the effect of a policy would be?
