Example, as the SU (I never understood the system, just went along with) I could send up to the last patch 5 divisions to Spain. Now it's six, but it fall to two after a minor war...

The number of states the recipient holds is also a factor. Thats why Nationalist Spain can only get a small number of units, while China can get much more.

Hm, i can send 3 divisions to nat Spain and Japan, respectively in my games. I think there is an exploit where USSR sends the same number of volunteers to all Chinas, totalling some 20?

As I see it, you can send 5% of your total divisions, with some rounding (having 140 divisions as SU allows you to send 7 divisions to Nat. China, 141 - 8 divisions, 160 - 8 divisions too). I am not sure about volunteer planes though, I think it kinda depends on your own total planes and countries territory FACTION wise, so you can send equal amounts of air volunteers to countries within alliance, with their permissions of course, but I'm not sure about that.

Nah, I think every China has its own limits. Even with 140 divisions you can send only 1 to Com. China because of its very small territory (keep in mind that it checks the controlled provinces count, not states). Of course you can send people to all of them and use them together to fight the Japanese, but they will have different theatres and couldn't be united under one army.

The dialog that lets you send volunteers also tells you why you're limited if you try to send too many (either army size or destination state count).

The limit is a division count, rather than a battalion or manpower limit. So this is one of those places where you might want to try a 40w division if you just want to get more troops into the battle. (Volunteer opportunities are usually kind of early to be fooling around with experimental or special-purpose templates, but there we are.)

As Soviet Union you can send volunteers to each China, but not the same number to each - that number varies depending on the number of states in the respective Chinas. It's not very useful to send volunteers to Gangxi Clique for example, because technically you're not a war participant, so you don't have military access to the other Chinas, which you need if you want to send them to the front with Japan in the North-East. And in my experience, asking for military access is refused. In my games as Soviet Union, for that reason I only send volunteers to Nat. China, Com. China, and Shanxi (if it's still standing).

Yea my calculations say 5% of total divisions (regardless of size), *round up* to the nearest integer
The HOI4 wiki Volunteers confirms your 5% calculations:
The number of divisions that can be deployed is 1 division for every 20 active divisions (rounded down, so with 19 or fewer no Volunteers can be sent). For example 176 active divisions means 8 divisions where 181 would mean 9 divisions could be deployed as volunteers. Note that a division with only 1 battalion in it counts as much as one that has 25. The minimum of 20 divisions with 1 infantry will enable 1 volunteer division to be sent. The sending country must have at least 30 divisions to send volunteers at all. Added to this is one division per 20 provinces in the destination country.

Volunteer air wings are subject to similar restrictions. However, they are sent by using the air interface to directly relocate them to an airfield in the destination country, after which the player may set up their orders normally).

VOLUNTEERS_PER_TARGET_PROVINCE = 0.05, -- Each province owned by the target country contributes this amount of volunteers to the limit.
VOLUNTEERS_PER_COUNTRY_ARMY = 0.05, -- Each army unit owned by the source country contributes this amount of volunteers to the limit.
VOLUNTEERS_DIVISIONS_REQUIRED = 30, -- This many divisons are required for the country to be able to send volunteers.

EDIT: Republican Spain and Nationalist Spain corrected.
At the start of the Spanish Civil War, Republican Nationalist Spain has a total of 135 provinces while Nationalist Republican Spain has a total of 110 provinces. When control of provinces increase, then the ability to send additional volunteers should also increase per the wiki.
