Right Now the HRE Won't expand if it's player controlled?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Provinces might join the HRE if the emperor has great relations with the country owning that province and if the HRE has low infamy.
Except if player is the emperor. No-one will join HRE if player is the emperor. Though I think this is easy to rid of, it's in the HRE events.
Since when? In the last game I played where I was the emperor and had a positive relations with everybody and no infamy, many provinces joined the HRE.
There's a good chance that the Hungarian and TO provinces in the east will join, and Burgundian provinces in the west, But other than that, all the nations interested in the HRE already are in it...
Oh yeah, Denmark sometimes also joins.
But I've never seen Italian minors join, Poland, France, etc, they just have too high an opinion of themselves

Since the beta patches. It's been around for a while, I think it was introduced in either the first or second one.
If you have a big emperor, lots of provinces tend to join (as the usual check for emperor size > joinee size is actually passed)

Before the patch with the human vs AI check I frequently saw all of Europe join except for a few cities in Russia.

Come to think of it I'm not sure why I don't see this after the patch, perhaps it added a few other AI checks.
What did seem to affect this was that in one of the games France was broken up and all the minors joined. In the others France was emperor herself.
In the first game I also saw a protestant emperor (Poland) who ensured that everyone else became protestant as well. All of Europe was blue on the religion map.
