Stats have been inflating over time. It used to be that 10 was a good martial and 15 was amazing. Now you get annoyed if you can't find three generals over 20.

They actually used to be higher on average, IIRC. There was a patch that cut down on the impact of parent stats on their children's stat growth in childhood, and before that I basically expected everyone competent enough to trust with titles to have ten or higher across the board.
I noticed that but last patch seems to have actually increased stats overall; I don't even manage mentors by now but my early rulers are pretty crappy and later on I do seem to have mostly only competent rulers. Maybe the education tweak side effect?
