seems some RGO's are much more productive than others. what factors go into this? for example I went into north africa for iron only to find that the provinces only do like 0.4 production while modena does 0.60 or something.

The amount produced by the RGO varies with it's value (In the province view there's the big button that takes you to the RGO view. The large number is the theoretical max amount the RGO could produce, AFAIK). It also varies with the amount of pops working in it, the amount of workers in those pops, and their nationality (non-nationals produce 50%, IIRC).

Well use what you know of history of an area to determine first if it has a large population living there. than look to see if there's railroads. Finally, invade :)

Alternatively, save the game, load as the other nation and find out in detail. ;)

Maybe hovering the mouse over the province will show you it's population? It works for your own provinces, but I don't remember if it alse works for those of others.

And, as Waffen9999 pointed out, railroads do wonders for the production, too. If you have L5 rail in your country and L0 in the conquered province, you would need a well peopled, rich RGO to outproduce your homeland...

But it's a safe bet that most of what you conquer will produce less than it would in your country. Conquer what you don't produce, first. :)
