Rgos going to 0

So I am playing my USA game I have a part of Philippians I have Manchuria Korea all of Canada and I toke Bohemia in a great war for that amazing coal/iron state.

In a mini war I landed 400k troops in India to seize southern Bengal for the dyes but once the war ended the rgos dropped to zero non of the farmers are working on the rgo so the biggest supplyer of dyes in the world just vanished what happened.

How long has it been since the war ended? IIRC, pops slowly become unemployed when a province is occupied.

Heres the weird part they were employed when I first got the land but I saw them slowly start to leave it then it stayed at zero for like 5 months even tho the pops are like mostly farmers.
