  • Victoria 2: A House Divided
Hi everyone. This idea is aimed to make RGO's upgrades much more meaningful, also research and production more real.

Old system (Victoria 1) example, correct me if I'm mistaken:
You have level 1 RGO. You can employ 5 pops and produce 5 whatever goods.
If you upgrade RGO to level 2, you can employ 10 pops and produce 10 goods.
If you have level 1 RGO and research +100% RGO production efficiency, you can employ 5 pops and produce 10 goods.


So here is my idea. Make RGO level limitation be based on maximum goods output not working people.

Example:
You have level 1 RGO. You can produce 5 whatever goods. You need 100k people for it.
If you upgrade RGO to level 2, you can produce 10 goods (with 200k people).
It seems to be the same, doesn't it? Here is the change. If you have level 1 RGO and research +100% RGO production efficiency, you can produce 5 goods (same as without research), but you need only 50k people. Now you have 50k unemployed. You have 3 options:
1. Expand RGO to level 2 and produce 10 goods (with 100k people).
2. Employ them somewhere else.
3. Let them be unemployed. -> Political problems? This research has brought more bad then good, because you country isn't ready for it!

Addition
There can be 2 researches for RGOs in V2. One for more production efficiency and one for maximum output.
Example:
You have level 1 RGO. You can produce 5 goods with 100k people. You research +100% RGO production efficiency and +20% maximum RGO output. Now you can produce 6 goods with 60k people in level 1 RGO. (12 goods with 120k people in level 2)

Other suggestions
-there can be limitation for max possible RGO level
-there can be research +1 max possible RGO level
-provinces can have different max possible RGO level
-provinces can have different production efficiency (same as V1)
So you can have one province with low production cost and low max possible RGO level, other with higher production cost but high max possible RGO level. Or any other combination.

Combine that with diminishing returns and it looks good. IE- Around 500,000 the 100% efficiency starts to drop. Half a million people doing resource intensive use in one province the size in Victoria 2 is rather many. Maybe even at lower # than that will efficiency drop depending on speed of loss with extra POPs #s past cutoff.

Just so there isn't 1 million migrants drawn to a province anymore and in the later period nations with large population begin experience social unrest if no jobs provided and large number unemployed/poor. So for example China starts with some provinces over 1 million in residents so it has level 2 RGO so first 1 million can do 100% efficiency if full efficiency techs possessed but additional number requires expansion of RGO or higher efficiency(infrastructure/bureaucrats/industrialization) and new jobs to employ everyone in jobs with decent incomes. So if a province had 2 million some would be aristocrats and artisans probably or soldiers but maybe only 10% or less so that leaves 1.8 million as rice farmers. First million are efficient and the .8 million are going from almost efficient to barely surviving and possibly quite militant but still a minority until some of the other richer POPs begin experiencing problems as imports grow and their incomes decline...
