Right now there is coalition mechanic that rather than being a balance of power mechanic is just a beat stick against expansion. I say it needs to be completely redone.
1. Change AE to a relations malus, nothing more. No one should care tat you expanded, they should care about how strong you are.
2. Add "Power level" mechanic. There would be 4 levels based on your total development (including the development of your vassals). 1-49=irrelevent state. No coalition mechanic at all. 50-120=medium/regional power. Has special mechanics that I'll explain later. 121+=great power. Has special mechanics that I'll explain later. If there is a 500 development gap between one great power and the next that power is a superpower. Anyone can form a coalition and anyone can join it.
3. Regoinal/medium power mechanics:First there should be a "region of poiwer"mechanic. They would be Italy, Germany, France, Iberia, British Islands, Mesomerica, Incan Region, Middle East, Iran, Sub-Saharan Africa, North Africa, East Africa, India, China, Southeast Asia, North Asia (everything above China) and Steppe. You can probably guess where they would all be. If there are two or more regional powers in one region they can form a coalition on each other. The target would be informed that a coalition is forming against it and be able to ask for aid from other regional powers in the region and great powers near the region, while the former can do the same (Example:Venice forms a coalition against milan because milan is a threat to them and they want to damage milan. Venice asks for help and probably receives it from a regional power savoy, who of course is also against milan because it wants land. France probably helps venice because they want to increase their power in northwestern italy. Regional power Papal states help mikan because they want to weaken venice. Austria helps milan because they want to conquer venice and secure italy.) Once formed a coalition would work like they do now, except with sep. peaces allowed. Only Great powers who actually have some reason to interfere would interfere of course.
4. Great power mechanics:If a great power gets a certain ammount of development higher than the average great power they would break the balance of power. (Any suggestions on the amount of development would be appreciated). They further away they get from the other powers the more likely a coalition is to form. Regional powers sharing a region with the target could join the coaltion, but only will if they have negative relations with the power and either a threatened or rivalry attitude towards it. All rivals of the great power would automatically join the coalition. Other great powers would decide weather or not to join based on things like distance, competing interests etc. If the coalition declares war (or is declared war upon) the target's allies would get a CTA and the war will be a normal coalition war. With sep. peaces allowed.
EDIT:I forgot to mention that when a regional power asks a great power to join its coalition (or defend it from one) it would be able to guarantee rewards for the great power such as provinces in the peace deal or even offering its own vassalization in return for aid
