I just bought Victoria: Revolutions - can I still download mods that were made before Revolutions came out? Or is there a special mod section for that?

You can download them, how well they will work with Revolutions is another question entirely. VIP for example is in the process of working out a harmonization with Revolutions, but will likely be a while because there are so many changes compared to base Victoria.
