Here are a few items for improvement regarding the Revolutionary mechanic. Overall, it's a great idea and really could spice up the end game but in it's current balancing, it's rather not very coherent and often stumbles over artificial hurdles.
1) Make the Center of Revolutions initially appear in Europe only. I ran several tests where when the CoR appeared outside of Europe (ie: North Africa for example), the spread would just remain within Africa and some parts of Levant and eventually fizzle out after 20 years since no country embraced the revolution, which removed the the most interesting mechanic in the 18th century with not even one single European country ever having flipped or gone Revolutionary Target. Any subsequent spread can go to other parts of the world
2) The spread is too slow. It takes forever to infect countries that are large and for them to flip. Have several provinces (ie: 5 or so) flip way faster so that the chance of a revolutionary target to appear is much higher, allowing those countries who do not want to go revolutionary to have a target to fight quicker.
3) Favor those revolutionary targets to be the stronger nations. No point Hamburg becoming the Rev Target where everyone just kills it and then be done with the Revolution.
4) Remove the stability requirements for the disaster. It is just too gamey to have to lower the stab (since most players will be hovering at 2 or 3 most of the time anyways). Or, if nothing else, add events that periodically decrease stability by 1 or 2 as the revolution spreads but overall I think, once you are getting infected, you shouldn't have to tank your country just to assist (artificially) the revolutionary if you are a monarchist.
5) Make the "Support the Revolution in Countries/Colonies" events more frequent as this really adds the flavor and really stresses the importance for monarchists to destroy the Rev Target lest they succumb to the imploding effects of Liberty Desire and the like.
