Revolutionary Celestial Empire?

So I've been digging around the forums and am trying to figure out if the Heavenly Revolution event can fire or not if you have the Celestial Empire reform. From what I understand as recent as 1.31 everyone is saying that the Celestial Empire can't spawn a revolution, but that contradicts with the event. So is it possible in the current patch, and if it isn't, would that be changed in a later patch? I think it would make sense though if a revolution succeeds in overthrowing the Celestial Empire then Mandate of Heaven will be removed as a mechanic too.

Check the event on the wiki. What does it say? Either this or start a game as Qing at 1730 and manually spawn the revolution.

The only way to get revolution as emperor of China is to remove celestial empire. One way is to get the event to give you Chakravarti by playing Siam and becoming emperor.
