At the moment, it's a bit opaque as to how big revolts will be, and where they appear. It's better than the old system of just a flat revolt risk, but there's still a problem; a province with 3 development can have the same risk, and thus contribute the same to the development of a revolt, as a province with 23. Obviously, the province with 23 would produce a far greater revolt, and given development maluses to missionaries and stuff, it makes sense to scale this too.
Basically, make it so that they don't have that risk of contributing 10% to the revolt every month, make it so that the revolt risk is the chance that they have of contributing their development score to the revolt, or something like that. And, make it so that there's a tooltip on the revolt screen indicating how big the revolt will be when it spawns, with rough proportions according to development score, or perhaps, even random. At least indicate how big the total spawned armies will be, though.
