Oh, did you mean Allies as in neighbouring, independent nation(s) to whose ruler(s) you have married one of your offspring? Then yes, they do and indeed if the rebelling faction with outside help still manages to lose, there will be no consequences for the outsiders as far as I know. Other than maybe helping install their favored guy as ruler into the realm.
