Conference of public organizations of Siberia listened to the report given by P.A.Kazantsev in Tomsk 5 aug. 1917 and approved unanimously the following description of Siberian flag:
"National Siberian flag represents the combination of 2 colors: argent and vert. Argent implies Siberian snow, vert - Siberian taiga. The flag is a rectangle, which is divided in two parts (the lower part is argent, the upper part is vert) by a diagonal line connecting left upper angle with right lower one".
In december 1917 The Extraordinary Siberian Congress declared the establishment of new autonomous republic and confirmed decision of the Conference concerning the flag.
28 january 1918 Siberian government was at length organized.
In may-june 1918 white Siberian rebel batallions fought under this white-green flag.
Provisional government of Autonomous Siberia in Vladivostok, which pretended to a supreme power of central Siberian territories, admitted white-green flag 30 july 1918 (decree signed by Prime-minister P.Y. Derber and acting state secretary E.V. Zakharov")
White-green colors could be met everywhere on banners of military forces, on cockades and chevrons of Siberian Army; House of Siberian regional Duma was decorated with a slogan "Through autonomous Siberia to revival of Free Russia".
