playing as England, ruling the world, everybody are happy other than few aristocrats and officers who doesn't like my reforms, and I just won a long war against the US.
suddenly the revolt risk in most of my provinces is high (2-20 percent) and when I check the population that are revolting they have 0 militancy and conciousness.
why does it happen?
