Revolt risk higher after Bitter Peace?

Hello all,

I recently bought AoD and have been enjoying it. Conquering the low countries and France I realized that the surrender events did not lower the revolt risk and felt this to be more historical than regular HoI2. However, when BP fired with the USSR not only did my revolt risk in the entirety of Russia stay the same, an event fired shortly after BP that actually increased revolt risk in several Russian cities substantially. The revolt risk in Kharkov for example is 75%! Is this WAD? If so, how do you garrison all of Russia without running out of MP? My poor TC is permanently in the red as is...

Soviet Union loses a quarter of cores and Leningrad, Moscow, Stalingrad, Baku and Sverdlovsk / Vladivostok. There are other small ones, but this is the basics.
