Yes, by 1.5 per manpower. Other factors like sliders also apply.

In a sence I think high infrstructure would make it easier for the occupants controll in the current provnice, but that would be dificult add in I supose .

In old civlizations 1-3 games distance from your capital was also a factor for occuption.

ESE does have some effect on attrition and dissent causes combat penalties. Some influence already exists.
