Well, now, what an interesting little toy this is...

EDIT : Doesn't work. Germanic culture is not accepted in my HRE game, and the various germanic provinces have the -30% non-accepted penalty.

I wonder if this command still needs the country in question to have a primary culture in the group it's a union of in order to function (if not then one tag could be the union for many culture groups....).
