So, the Queen of Finland revolted against me, and after winning with 100% warscore and imprisoning her, the game is now telling me I can't revoke her title to the Kingdom of Finland because we have a truce. I've always been able to revoke one title before, any ideas what is going on here?

I have High Crown Authority. After the holder of the title died, it passed to her heir, and he also revolted. After defeating him, I was able to revoke the title. Not sure why I couldn't before. I didn't change any laws in between.
