Personally I get the overall purpose of this mechanic is to delay Japan from just bull rushing through China outright and maybe simulate Japans unpreparedness in the war starting. However I always felt like it was just an unnecessary gimp with not alot of fun planning around. Overall just seems like all its doing is just forcing players to either step their time table up in invading China, so the delay involved with removing the buff has played out quickly enough so you can get ready for the Pacific. Or you just invade in the same 2-3 spots on the Chinese coast to hopefully spread out the Chinese elements enough to maybe make tiny pokes and prods here and there to only again just sit there and do the exact same thing in order to remove the debuff.

Personally Id prefer maybe a constant debuff (that represents attrition or supply) that only gets worse the more you take China (base it on a percentage of it ya know 5 to 10 to 15 and so on) so that it actually resembles the cost of killing such a large entity in the macro management sense vs. unnecessarily crippling your armed forces effectiveness and making your initial gains quagmire because some hidden force makes dealing with the Chinese that much more difficult for some reason? Idk.

Also could help the AI Somewhat because Unless I double/Triple Buff Japan. China just Kills Japan most if not all the time. Either from shear weight of numbers or Japan weirdly enough just never makes good templates and just burns equipment it doesn't need to.
