Revise Warscore from Occupation to Reflect Realm Size, So That Large Realms Cannot Be Claimed By Occupying A Small Portion; Require Capital Occupation

Currently, one gets far too much warscore for occupying a small portion of a large realm, especially when pressing a claim on it.

For example, in pressing HRE's claim on Byzantium, it's enough to completely occupy Sardinia to get most of the warscore I need.

Firstly, Sardinia isn't even part of Byzantium's de jure, so it's not clear to me why I should get any warscore towards claiming a title, for occupying de facto but not de jure territories of the non-titular realm.

Secondly, I can get the rest of the warscore I need by occupying Sicily. Sicily is part of Byzantium's de jure, but - really? If an HRE Emperor presses a claim on Byzantium, and all he does is to win a basically naval attrition war against island holdings in what would be de-jure Empire of Italy if it were created, this is not really grounds for Byzantium to say, "Well, we are completely defeated - you are the new Emperor of Byzantium!" At most, it would be grounds to concede the loss of those territories.

(I would not mind seeing a White Peace outcome for title claim wars, which ends the war by vassalizing all titles whose de-jure capital and majority of demense are occupied, as well as vassals of those titles, but that's another subject.)

The result of this, is that you do not really have to do what people used to have to do in order to conquer Byzantium - you do not have to besiege Constantinople. Mehmed II did it all wrong - all he needed to do was to extensively pirate Byzantium, and they would have just handed over the throne!

Having claimed Byzantium with the HRE, pressing the next generation's claim on the Arabian Empire is similarly underwhelming. The African coast is so extensive (after the series of unfortunate and suspicious accidents that culminated in the Sultan of Egypt's inheritance of Africa) that, again, it is only really necessary to thoroughly pirate Arabia in order for them to concede the title.

I would say that "pirated me into oblivion" is a good reason to accept an "Extort Tribute" or "Tributary State" casus belli defeat, but not for title claims.

For title claims, the warscore from occupation should be modified to reflect how much of the de-jure (for non-titular) of the title is occupied, and it should be a special requirement to occupy the capital of the title being claimed. As long as Constantinople does not fall, Byzantium cannot be claimed; as long as Damascus does not fall, Arabia cannot be claimed, etc.
