The issue with releasing unfinished games is that by the time Paradox puts in the time to fix things and build up on the game, however good the game becomes, people are simply no longer interested and sales of further DLC remain lackluster, so whatever potential the game had is wasted and developers and publisher move on to something else.
That's right, the game will be good, but after how long ?!

The future of this game will depend a lot on the dlc. If the first dlc comes out in a year it will be too late. They have to fix the bugs and with a quick dlc revive the game. Basically I have to be very quick to release content.

I feel like it is gonna be the next Imperator. Rough barebones launch that turns into a really good game for people who want to scratch a particular itch in that genre. I have 6 or so hours now? It isn't blowing my mind, nor is it particularly challenging on 2nd hardest setting (I am avoiding intentionally abusing mechanics and the ai as a note) but I am quiet enjoying it. Definitely gonna need a lot of TLC and updates to hit XCOM levels of replayability. The RPG aspects aren't super in depth but they do add charm.

Far as Steam reviews go. Same old story. A large amount of negative reviews have less than 2 hours. People who did not finish the tutorial crying about not understanding the game. A super majority of negative reviews are 5 hours or less. After that most are positive. Classic example of people not familiar with Paradox related titles being upset.

......Could be Paradox Stockholm Syndrome talking eh?

Not a defense. Just a clear expectation from someone who plays a lot of Paradox developed or supported games.

I think modern game design is so complex and expensive that even top-level firms have to sell something, get something out the door, to generate enough revenue to perfect the product. I'm not sure if it is a problem with venture capital or banks or what but it seems to me that development houses rarely have the financial means to create really new, innovative and complex products without publishing them while in an unfinished state much of the time. They then use the income generated by initial sales and pre-purchases to finish the product.

Think it is a combination of stock holder influence and seeing that is is "tolerable" in markets now.
