I bought Hearts of Iron 2 a few days ago. I enjoy alot, however I am always a little dismayed by Paradox's version, ever since the day before i was playing HoI1 + C.O.R.E. So looking for mods and such, I haven't found one I liked and decided to start one of my own.

The first thing i want to change is Tech teams, but before I begin, I need the board's opinion on this idea:

Make most all of the US tech teams, low-skilled, round about level 4 or 5. Then round about 1940, these low-skilled tech teams will be replaced by high-skill version of the same tech teams, and by 1944 or 45, the US will have replaced the better skilled teams with the most advanced tech teams in the planet.

Reasons for this
I was always peeved in HoI1 (not sure if this is true in HoI2) even with CORE installed, that the US, by the time of 1943 or 1944, were driving Pershings and flying F86 Sabres and pretty much ahistorically crushing everything in their paths with Jets and super-tanks. If this is the same in HoI2, I hope this will allow the US to enter the war, relatively balanced in tech.

Another reason historically, is that the US was relatively behind technologically major European powers like the UK(Rader and Aircraft) and Germany(Rocketry and Equipment), and correct me if i'm wrong, even France in Tank technology. The US was just coming out of the Great Depression, and the last thing on Americans minds was getting involved in a European war. Low skilled tech teams could truly reflect the isolationism and stagnance in American technology in the 30s.

Lastly a reason, which in fact goes against history is for (i think.) better gameplay. When a player chooses the US, he expects a relatively challenging but ultimately easier-than-the-rest-of-the-powers game as the Americans. Lower tech skilled teams, could make it alot more difficult for experienced players, who will have to wait till 1940 to even keep pace technologically with powers already at war. This i think though not truly historical, as i mentioned could reflect the wet-behind-the-ears first year or two, the US had in the war. It even gives of a sense of that 'awakening giant' mentality.
