To begin with, I have played EU4 alot over 1000 hrs but I have only picked espionage ideas once, and it was just because I tought it would be nice to try them out... The reason I don't pick the espionage ideas is mainly because they are useless, I see no reason why anyone would ever take espionage ideas over Diplomatic, Influence or Trade ideas. Even maritime ideas are more usefull than espionage.

Now im not saying that Espionage should be buffed through the roof to make them more appealing but I feel like every idea group should be usefull and how you'd like your game to turn out there should be a idea group to help you reach your goals.

Currently I almost always take the same 3 starting ideas Religious, Influence and Quantity. (not always in that order)

now there are many reasons to take them and few not to take them.

Starting off with Influence is like Diplomatic ideas but instead of having the extra diplomat I feel like the unjustified demands and agressive expantion impact is so damn good it just cant be overlooked, also the extra vassal forcelimit is nice.

Religious is IMO just much better than Humanist, yes I know humanist gives some cool buffs and sometimes when I play in a region where there are many unacceptable cultures nearby I will consider taking humanist ideas. The reason why I feel like religious ideas is so much better is because converting Orthodox, Sunni and some other religions are super difficult to do without extra missionaries or the missionary strenght.

Quantity... it speaks for it self there are almost no reason not to have quantity as a first military idea. even though just to spice thing up I've started taking Quality instead. just to add why quantity is so damn nice is because if almost renderes Naval ideas useless most of the time all you need is a big navy not much more tbh.

Now I don't want this three ideas to be nerfed or anything. but I feel like maybe taking Espionage ideas out of the game, or add a "terror" flavour to it like a Capital Punishment and Public executions that would in theory decrease unrest in the nation because in the timeline of EU4 nations like England, France, Sweden and the HRE was regions that used fear and propaganda to increast the sability of their nations.

Taking sweden during the 17th century it was law to attend church every sunday, and this was used to spread the kings word through the clerics. now this combined with the belief that the king sent by god could only mean that the kings word is the word of god and disobeying the word of god is heresy which was punishable by death.

I feel like espionage would make a good combination with "terror ideas" becuase it's almost the same and essential thing to do if you want to spy on an other nation to also spy on your own people.
